"The April rain, the April rain,
Comes slanting down in fitful showers,
Then from the furrow shoots the grain,
And banks are fledged with nestling flowers;
And in grey shawl and woodland bowers
The cuckoo through the April rain
Calls once again."

use of phrase

I had a debate over the use of a phrase with one of my friends about which I would like your comments. I wrote, 'The directors, to him, gave a certificate.' My friend said it was wrong. I think grammatically it is not wrong, maybe it is not that natural though. What do you guys say?
