Talking Paper - What is this?

Hello everyone,
could anyone please help me explaining what a "Talking Paper" is? I've searched everywhere on the internet and can't find any translation or even the meaning of it in English. I'm translating a text about ship consctruction from English to Portuguese. Here is the sentence:
"The selected concept design then is used as a talking paper for obtaining approximate construction costs(...)"

    I think it means a paper that we have to use as reference to make our cost calculation.

    @mscharf a talking paper is a document that is for discussion (talking= discussion) and (paper = document). It can be about any subject.
